It worked - it got mental health off the state budget. Too bad for the counties who weren't able to handle the new responsibilities. Now the current GOP gubernatorial candidates want to solve homelessness by building mandatory shelters. Mandatory as in insane asylums, work camps, concentration camps, or jails - all the same to the mentally ill homeless. As usual they don't have a credible plan to pay for all that - they're not going to put it back on the state budget. But soon they'll remember that the solution for all problems is to reduce taxes on the rich. At least the rich will be able to better afford private mental health care.
