How the Republican House chooses to run down the clock -

Bannon's right about one thing

“The president can’t trust the GOP to be there when
it counts . . . They don’t feel any sense of duty or
responsibility to stand with Trump.”

 https://www.washingtonpost.com/politics/siege-warfare-republican-anxiety-spikes-as-trump-faces-growing-legal-and-political-perils/2018/12/08/679b785a-fa59-11e8-863c-9e2f864d47e7_story.html

Of course most members of Congress are self-serving
opportunists - just like Trump - and won't sail against
the wind for long. The Congressional equivalent of
the Judean People's Front Crack Suicide Squad that will
go down with the Trump ship are the ideologue members in
the Freedom Caucus and elsewhere whose personalities are
least like Trump.

So probably most Republicans in Congress would secretly
prefer that Trump be impeached and convicted as quickly as
possible so they can get back to promoting a reactionary
agenda under President Pence and regain control of Congress
in 2020. But they can't say that, lest they fall in
the 2020 Republican primaries to true Trumpists.

And speaking of the 2020 primaries, that is probably the
best time for Democrats to pursue impeachment, even if
conviction fails in the Senate. By forcing Republican
senators to take a stand for or against conviction,
the Democrats line those Republicans up for execution,
either in the primaries or in the general election.
Ideally Democrats would run the impeachment hearings
from the first caucuses in February through the election
in November. Maybe they could outsource that job to Trey
Goudy. The Democrats will have their own primary issues,
though, if it becomes uncertain whether Trump or Pence or
somebody else is going to be the Republican candidate -

 https://www.washingtonpost.com/news/opinions/wp/2018/11/30/democrats-should-consider-what-would-happen-if-trump-doesnt-run-in-2020

Republican careers and personal integrity would have
better outlooks if they'd put some effort into getting
ranked-choice voting instead of caucuses and primaries.

 https://www.fairvote.org/

In the meantime Democrats can study how the Saudis,
Koreans, Russians, and Chinese turn Trump toward their ends
- give him some token concessions for a big photo op in
conjunction with signing something that is substantially
what Democrats want. That's something that might not
work as well with President Pence.

Trump should consider that if he gets the nomination
in 2020, runs, and loses, then there will be nobody to
pardon him. Better to cut a deal for a pardon from
Pence before then.

Of course the Republicans were right, they were just
reported wrong by the fake news media. What they
really meant was that billionaire campaign donations pay
for themselves in billionaire tax cuts, which has been
unquestionably proven over and over.

Republicans were also right about voter fraud -

What's Trey Gowdy's conclusion after basing his entire

Fortunately the Republicans have only two months left to
show not a lot for.

Or maybe it's just a Trump problem. But nobody seems to
mind much in Bakersfield, which owes a lot to big ag and
big oil - Trump country. McCarthy just got re-elected
by a vote of 118106 to 63656.

The Russians got even with Austria by erecting a hideous
monument to the Red Army and putting a requirement to keep
it into the Austrian State Treaty of 1955 -

 https://en.wikipedia.org/wiki/Soviet_War_Memorial_(Vienna)

But the Austrians made the best of the situation by
surrounding it with fountains to obscure it from as many
directions as possible -

2020 electoral vote: D 289-324 R 249-214 - AZ FL IA MI
PA WI

One way to project the 2020 electoral vote is to add up the
Democratic and Republican votes in the 2018 House races,

 https://www.nytimes.com/interactive/2018/11/06/us/elections/results-${statename}-elections.html

and use that as a proxy for the popular vote and award
electoral votes on that basis for each state - except
Maine and Nebraska, which are a bit more complicated.
And don't forget DC, whose three electoral votes always
go Democratic.

It's not an exact projection, because voters don't
always vote for both President and for Congressional
Representative - votes for President count in 2020 but
votes for Congressional Representative are what we got
in 2018.

Some districts require special treatment because they
can't be used to reliably project presidential vote.
For instance, uncontested candidates, multiple candidates
from the same party, candidates running as independent, and
districts where third party and independent votes are more
numerous than the difference between the Democratic and
Republican votes. There were 18 uncontested elections
and 33 other special cases in 2018. Several approaches
are possible:

* Ignore - ignore 2018 special case districts when
projecting 2020 electoral college results. * President -
replace 2018 special case district results by corresponding
2016 presidential results in each district from

 https://www.dailykos.com/stories/2012/11/19/1163009/-Daily-Kos-Elections-presidential-results-by-congressional-district-for-the-2012-2008-elections

* Substitute - If there are no Democratic candidates,
use the sum of third-party and independent votes for the
Democrats; correspondingly if there are no Republican
candidates. In other special cases, where there are
neither Republicans nor Democrats (uncontested) or
both Republicans and Democrats (but third parties or
independents might change the result), use the 2016
presidential results.

Finally, not all the votes are counted yet and there
could be some adjustments which are likely to affect
the individual House races but less likely to affect the
projected electoral outcome. There's always the chance
of programming bugs.

To validate the methodology, applying it to 2016 data

 https://ballotpedia.org/United_States_House_of_Representatives_elections,_2018

produced a projected 2016 electoral vote of D 233, R 305.
The actual 2016 electoral vote was 232 for Clinton,
and 304 or 306 for Trump, depending on how you count the
two Republican Electors that declined to vote for him.
So that's pretty close - maybe closer than it deserves,
because in 48 states and DC, very small differences in
popular vote swing all a state's electoral votes one way
or another.

The projected electoral college results are * Ignore -
D 289 R 249 electoral votes; D 22 R 26 delegations; IA MI
NC PA * President - D 324 R 214 electoral votes; D 21 R 26
delegations; AZ FL IA MI PA WI * Substitute - D 324 R 214
electoral votes; D 21 R 26 delegations; AZ FL IA MI PA WI

That's quite a variation. The states listed are
those that flipped from the 2016 presidential vote.
The "delegations" are the counts of who controls
state delegations in the House of Representatives; that
comes into play if the Electoral College doesn't have
a majority:

 https://history.house.gov/Institution/Origins-Development/Electoral-College/

States that are evenly split between Democrat and
Republican wouldn't count.

The states and electoral votes that flipped from 2016
were Arizona - 11, Florida - 29, Iowa - 6, Michigan -
16, Pennsylvania - 20, and Wisconsin - 10. Arizona,
Iowa, Michigan, Pennsylvania, and Wisconsin each had one
special district. Florida had five. A detailed log is at

 http://www.political-scrapbook.net/electoral-projection.html

Of course the actual 2020 electoral vote might have
something to do with what Trump does between now and then,
and with who the Democrats nominate, but it will have a
lot more to do with the timing of the next, long overdue,
recession, and whether we stumble into any more endless
wars. But the projection is encouraging.

2018 election data from nytimes.com as of 12 Nov. It will
get updated with later data. 2016 election data from
dailykos.com.
