Republican Senate.

Trump is only interested in getting a check with his name
on it to all the voters before the election, whether they
need it or not.

43 Republican senators that are not in peril in this
election are only interested in enacting liability
protection for employers who make their employees sick.
Apart from that, the worse the economy is in 2021, the
better for them in 2022.

Imperiled senators and representatives have a bipartisan
interest in passing something, anything, that can make
them look worth re-electing.

McConnell is only interested in bringing up something that
his majority caucus can agree on.

If there actually is such a bill in the Senate, perhaps the
House should pass the same bill but without the payments
to every voter and the liability protection.  And then
see how it dies in conference, lacking the things that
Republicans really wanted.           But everybody can
pretend that they tried.

So the market is improving - just ask Trump.       But the
improvement is mostly due to Apple, Amazon, and Microsoft.
These three converted a -4.1% return for the year to
a +2.4%.

Are you old enough to remember stagflation?

It was the bane of the Ford and Carter administrations.

Can it come back?    A stagnant economy at best seems
likely until the virus is tamed.      And the extra costs
involved in just about every economic activity due to
protective actions and higher labor costs are bound to
affect consumer prices eventually.       Currently, the
Russians and Arabs have called a truce on their oil price
war and the price of oil is responding, which is already
affecting consumer prices and might do more.

Conventional economic theory holds that you don't have
a stagnant economy and rising prices at the same time.

Pelosi knows how to play hardball

It makes some vulnerable Democrats nervous, but it makes
vulnerable Republicans REALLY nervous.

they did that, they'd never get another dime from their
major donors, and would not survive their next primary.
So lose the votes or lose the dollars?        They can
update a slogan of the 1960's -

Trump was a fool to run for president at the top of an
economic expansion.       His enablers were bigger fools
for going along for the ride and not getting before passing
the last exit.       Low-information voters - there are a
lot of them - don't know much about politics or economics
but they know if their future feels better or worse.

Why would you make the recession as bad as possible?

Because you've given up on the 2020 election and are trying
to position your party for 2022 and 2024?       That seems

Why the Democrats have a stronger hand in recovery.

From a naked political point of view, the Democrats might
as well let the economic crisis get as bad as possible
until the election.        The Republicans will get the
blame since they held the power.

Starting in January, if the Democrats have a unified
government, then they might pull out all the stops to
get the economic recovery moving again.        But the
Republican survivors will certainly take the opposite tack
of trying to make the depression as bad as possible so the
Democrats will get the blame in 2022 and 2024.  That's the
way the Republicans operated under Obama - just say NO.

to do it now before the election while the vulnerable
Republican senators are feeling the heat to compromise

Make the most of one-party rule!

The system is set up so that the midterm elections usually
go against the party in power.          Lazy voters who

Tax cuts are the answer!

The answer to what, though?    Texas' state fiscal crisis
is due to a steep drop in sales tax revenues.

Nevertheless Republicans in Congress think that direct
payments and tax cuts will somehow solve the fiscal
problems of local government.     Yet in a climate of

Unclear on the concept!

You can't go back to a job that doesn't exist any more.

You shouldn't go back to a job that isn't healthy.

You can't go back to a job if you can't find daycare and
schools for your kids.

A payroll tax cut doesn't help you if you don't have
a job.  If you do have a job, a payroll tax cut eventually
translates to lower social security or medicare benefits.

Most people are tired of home and would be eager to
go back to a job that was actually more attractive than
staying home.   That's the problem Congress should tackle.
Instead they want to tackle the problems of their donors.

Post-pandemic prophecies.

It just makes people stay safe at home instead of getting
sick at work!

the election.     Hassett sees that credit card usage is
increasing, and finds that a positive sign.       Where do
these guys gets their information on consumers - from
Mar-a-Lago members?

Stores now accept credit cards for even small purchases,
and consumers are eager to use them wherever they can,
because EVERYBODY IS AFRAID OF CASH.       The greenback
dollar is almighty - an almighty risk!       That doesn't
sound like a sign of confidence.

When consumers are stressed, they use up their cash, then
debit cards, and finally charge daily living expenses to
credit cards until they max out.     That could account
for a lot of increased credit card usage.      That doesn't
sound like a sign of confidence.

But just listening to Trump would make anybody feel more
confident!  So the government doesn't need to do anything
more to boost consumer confidence  In any event, Trump IS
making Democratic politicians feel more confident.

Last time the Republicans did this in 1932, they got 20
years of Democratic rule.        Some of them are getting
nervous, but most won't admit it.           They want to

tax cut, when deficit spending made no sense.

The jobs will all be back!

Jobs came back after the Great Depression too - not
necessarily the same jobs - and too late to save Herbert
Hoover, whose career as an elected official was over no
matter what he had or hadn't done.      He was not free

Besides a possible second wave of the virus, there is a
possible second wave of recession, as factories ramp up
production - of goods that nobody wants to buy.  Consumer
confidence, once shaken by layoffs and foreclosures, even
if they happened to other people, takes a long time to
rebuild - consumers who do have income start to think in
terms of saving for the next crisis rather than spending.

And if consumer spending is depressed, then advertising
on social media is worth less, and the business model
of Google and Facebook is worth less - and all the
commercial real estate development in Silicon Valley is
worth less - and all the residential real is worth less.
Businesses that were over-leveraged before the virus can
still borrow cheap money but only if they can convince
lenders that they can pay it back.

Under virus pressure, American federalism evolves.

Originally, in an era when it took several days for the
newly-elected president  to ride his horse from his home
to the capital to be inaugurated, the states retained most
of the power because they were closer to their people and
problems than the distant Federal government.

Now in a world tightly and globally connected, the Federal
government and even international institutions are in a
much better position than 50 state and several territorial
governors, when it comes to knowing what's going on and
how to deal with it.       But many aspects of the modern
world frighten old people, who'd like to somehow retain the
global benefits but go back to old local ways of dealing
with problems.    It's worst when the old man at the top
is afraid to take responsibility for decisions and the
inevitable mistakes.     FDR and Churchill and Lincoln
made mistakes and were blamed for them, but they did not
let that paralyze them.

McConnell doesn't care.

completely irrelevant to the pandemic and recession.  The

need it.   NOW the Republicans are complaining about
deficits, in a time of economic recession when deficits
are actually useful - for getting money to the people who
need it, when they need it.

The forebears of these Republicans were appalled by FDR's
spending during the Great Depression, and his radical ideas
like Social Security.     Some of the ideas didn't work,
but FDR was trying different things instead of lamenting
the obstruction of the opposition.      FDR convinced the
voters that he was concerned about their problems and
trying to do something about it.      And they trusted
him in the next crisis of world war.

Any politician who finds the uncertainty about
economic recovery painful should be leading on something
helpful.          No recovery without accurate information
about how widespread the virus is.          That requires
widespread testing.     That requires much greater supply
of testing materials, test personnel, lab facilities,
personal protective equipment.          Next is accurate
information about who's spreading the virus and how.
That requires an army of contact tracers.
