a nominally progressive income tax with a definitely
regressive sales tax.

Funding the Federal government with a regressive national
sales tax has been the dream of the megadonor class
ever since the progressive income tax was instituted.
Pushing tariffs as the sole revenue source accomplishes
two major megadonor goals - moving the tax burden from
the hard-working job-creating megadonor class to the
improvident middle and lower classes, AND shrinking the
Federal government's ability to regulate the megadonor
class by shrinking Federal revenue.

Whether this could actually come to pass is doubtful.
Parts of the megadonor class depend on imports - their
costs would increase if consumers won't pay the higher
prices - and others on exports - their costs would increase
as other countries imposed retaliatory tariffs.  And it's
been tried - it was called Smoot-Hawley - and the resulting
global depression facilitated the rise of dictatorships
leading to World War II.

But a passing grade in history is not required to be a
supporter of Make Aristocracy Great Again.    It will all
depend on who gets elected to Congress.

But it doesn't cost Trump anything to promise something
he can't deliver.

but it's really the toxic third rail that every elected
official wants to talk about, but no elected official wants
to touch - necessarily involving tax increases, benefit
decreases, and inflationary federal deficit increases.

So they try to get the OTHER guys to grab that rail and
pay the price; then the rest of them will blame the OTHER
guys, but will grudgingly vote yes and the president will
grudgingly sign it.    Hasn't happened yet!

But if it does, each side plans to blame the other for the
result, though all sides deserve blame for the failure to
act in a timelier way.

The commercial computer tax preparation companies lobbied
fiercely against it, since their bread and butter is the
simple returns rather than the expensive complicated ones.

There are two ideas of governme

There are those who believe that,

if you will only legislate to make the

well-to-do prosperous, their prosperity

will leak through on those below.

The Democratic idea, however, has been

that if you legislate to make the

masses prosperous, their prosperity

will find its way up through every

class which rests upon them.

Bimetallism quickly came and went,

but the fundamental difference between

protecting the ruling class from the

masses, vs protecting the masses from

the ruling class, hasn't changed a bit.

GOP politicians won't usually say,

right out loud in public, that their

primary job is to protect the wealth

and power of their megadonors; they

usually say the opposite in public

of what they tell their megadonors

in private.

So if they wanted to stop illegal

immigration, they'd set up barb wire

concentration camps in the hot Texas

sun - and put their megadonors who hire

illegal immigrants there.    But they

don't want to stop illegal immigration

- they'd lose a vital campaign issue,

and their megadonors would lose their

supply of cheap docile exploitable labor

and respond by funding somebody else in

the next primary.  That's why decades of

hard-wrought bipartisan compromise immigration

reform proposals never get taken up by Congress.

In a similar vein, if the GOP wanted to

do something about the budget deficit,

they'd repeal their 2017 megadonor

tax cut bill.     But all the talk

about balanced budget is just code

for eliminate medicaid, obamacare,

medicare, and social security.  Just

like States rights has been code for,

successively, Slavery, Segregation,

and Suppression of voters, especially

the formerly enslaved and segregated.

Not all taxes are levied by government,

and it's a principle of GOP that taxes

should be levied by megadonors on the

masses, by time-honored means such

as monopoly pricing, union busting,

deregulation, and putting the dirty

work in or near poor neighborhoods.

So their goal is do God's work of

rewarding the virtuous rich and

powerful by taxing the lazy and

improvident.     And if that doesn't

accord with the scripture YOU read,

rest assured that they have clerics on

board who will explain it their way.

Tax cuts never work the way they said

they would.  That's no surprise to

anybody - just about every serious

economist knows better - and says

so.    But as with clerics, there are

economists who can be bought/brought on

board to supply a side of Lafferble arguments -

Trump promised one thing in the

2016 campaign but gladly signed the

opposite -

Trump doesn't have the attention

span or knowledge or interest for

the nitty-gritty of working out the

details of legislation, so he just

let McConnell and Ryan come up with

something/anything he could sign.

Just as with installing a reactionary

Federal judiciary to defend minority

rule, Trump's role was messenger

boy between Leonard Leo and Mitch

McConnell.

The 2017 megadonor tax cut was the

highlight of Paul Ryan's legislative

career.  He was so proud of what he

did for the masses that he tweeted

about it.

And then he concluded that it

wasn't such a good message for the

2018 elections after all, as far as

influencing voters.  But it worked as

intended for influencing megadonors,

who got a lot more than $1.50/week out

of it.
